Here are the vital missing pieces – Operational Excellence and Strategic Communication

achieving tangible results. The model is a complement to existing concepts and methods such as LFA and RBM and constitutes a support for partner countries’ institutions.

During recent years, development cooperation has transformed towards more participative processes. The MDGs, the Paris Declaration, The Accra Agenda for Action have given us a clear framework. Planning and management tools such as LFA and RBM are widely spread and used globally in development cooperation processes.

Yet, there are still vital pieces missing. The need for management and communication expertise is often overlooked, despite the fact that these complex processes are crucial for the success of sector support programmes. As a consequence, current ODA is burdened with high transaction costs, making it less efficient than it could – and should – be.

Introducing Management and Communication Practices
in Development Cooperation

The development sector is not unique. Communication, transparency and accountability are equally important in extracting industries and other private businesses. And the challenges and tools for solutions are very similar.

This was the conclusion of the seminar on how civil society and communication can strengthen transparency and accountability. The seminar was held at the European Development Days in Stockholm October 22-24 2009. Participants were Anna Chifangula, Auditor General in Zambia and representatives from Revenue Watch, Green Advocates in Liberia, Bearingpoint and Global Reporting.

More than 50 people gave their view on transparency on this website. Louis Mwansa, Director Planning and Information at the Zambian Auditing Commission, wrote: “Communication is fundamental to the issues of transparency. However, Europe ought to communicate both the positive and negatives about Africa. Currently, one gets the impression that there is only communication on the negative. In this way, transparency is defeated.
